Erie Management Group, LLC (EMG) was founded to encourage new growth from entrepreneurs nationwide and bringing jobs back to the Erie, Pennsylvania region. SB3 is one of the companies managed by EMG responsible for commercial real estate and property management.

SB3 hired MOCA Systems to provide comprehensive capital asset management services across multiple facilities including facility condition assessments, investment optimization analyses, and program controls. MOCA professionals supported SB3 in their investment evaluation of a potential purchase and renovation of an old mill consisting of 390,000 square feet and 8-buildings into a residential and retail lifestyle center through a facility condition assessment and multiple investment option analyses including return on investment calculations. The MOCA team also completed a facility condition assessment and investment plan for the conversion of the Hammermill Paper Building into administration offices including the detailed budget and construction schedule to enable the SB3 team to commit the funds and successfully negotiate with the construction contractor.
