Kilo Wharf Extension Program
The Kilo Wharf at the Naval Base Guam is a critical facility for the berthing of ordnance supply ships in the western Pacific Region in support of the Navy 5th and 7th Fleets and Air Force requirements. Because the Kilo Wharf was only 400 feet (121 meters), could not support containerized ordnance operations and staging, and lacked “hotel” services for the new T-AKE class ship, the Naval Facilities Engineering Command (NAVFAC) planned and executed the Kilo Wharf Extension Program valued at approximately $60 million.
This program provides for a new 122 meter (400FT) extension, dredging within the harbor, and 244 meter (800FT) reinforced concrete crane girders and supports at the existing wharf and wharf extension. Construction work strengthens the existing wharf and upgrade roads, electrical, water, and sewer services that support wharf operations. New asphalt and concrete pavement, and a reinforced concrete deck for the existing Kilo wharf and wharf extension are also included.
NAVFAC Pacific hired MOCA Systems to provide professional services in support of the Kilo Wharf Extension Program. MOCA provided cost engineering and scheduling support services as part of the construction management team to help ensure the construction contractor effectively completed critical path work to remain on schedule.
