Fort Lee BRAC Program

Under the BRAC directive, the DoD is streamlining its portfolio of installations to optimize their value, significantly reduce cost of ownership, and facilitate transformation, common operations, and shared business functions. BRAC and military construction (MILCON) created a more than $1.2 billion surge in construction at Fort Lee in the Richmond, Virginia area with a mandatory completion deadline of September 2011. Over 20 construction projects consisting of 40 major facilities include headquarters, dining halls, general and specialized instruction, field training, dormitories (barracks), retail and athletic complexes, medical and military offices, site infrastructure and bridges.

The USACE Norfolk District hired MOCA Systems to provide professional services that support the entire program lifecycle – from initial budget validation through each individual project construction close out. MOCA has augmented the USACE team to provide a differentiated project control capability that has been helped the USACE deliver the entire BRAC program on-time and within budget.
