Aberdeen Proving Grounds C4ISR BRAC Program
Under the BRAC directive, the DoD is investing over $1.1 billion in construction at Aberdeen Proving Grounds for the new Army Team Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) center. The C4ISR Team is transferring from Fort Monmouth, New Jersey and expects to hire 3,700 federal government civilian employees by the end of 2011.
The construction of the “C4ISR Center of Excellence” will be implemented in five-phases – and when complete - will be a state-of-the-art research and technology campus that includes nine buildings and over 1.6 million square feet of new space. The facilities will maximize green space, vistas and daylight, minimize site disturbance, and ‘interconnect’ with each other through connecting bridges. LEED is the nationally accepted benchmark for the design, construction, and operation of sustainable buildings—and the USACE requires that its projects, including the C4ISR Center of Excellence, to be LEED silver certifiable.
The USACE hired MOCA Systems to provide professional services that support the entire program lifecycle including sustainable design and construction management. In addition, MOCA is proving master integrated scheduling and logistic support to help support the complex movement of personnel between Fort Monmouth, Aberdeen Proving Grounds and Fort Lee.
